This web site is maintained by The NESARA Institute. The site exists to address a most difficult and contentious subject—fiscal and monetary policy. Our goal: To establish the American Dream as a way of life—internationally. Our immediate objective: The personal education of anyone interested in fiscal policy and monetary policy. The theme of this web site rests upon a fundamental concept:
that all people, regardless of race, sex, creed, beliefs, etc., have an
inalienable, irrevocable, inseparable right to their property. |
The NESARA Institute is a non-profit educational organization. The postal mailing address is: NESARA Institute The NESARA Institute currently exists largely in cyberspace, having no offices or office supplies, no paid staff or personnel. This effort to heal America is a grass roots movement and the people who support the web site are affiliated with no political group or party. The “Grass Roots Movement” of NESARA includes any person who wants to participate in spreading the word about the ideas expressed in NESARA—people who are willing to invest their time in studying, discussing and working out society’s root problems. The web site is designed to be educational, intended to
encourage visitors to focus on the issues and not people. We allow pen
names for commentaries, in the same spirit as the writers of the
constitutional debates, and the intent is to encourage readers to study
the posted material and develop their own opinions, not to depend on a
celebrity or authoritative endorsement. In other words, you endorse ideas,
not people. |
The text of the National Economic Stabilization and Recovery Act is hereby placed in the public domain. You may read, copy and reproduce, support or denounce, amend or write your own Act. The author appreciates mention, honorable or otherwise, but appreciates even more your attention and efforts. All information articles contained herein are copyrighted, and all rights reserved, except that all or any part may be reproduced, stored in a retrieval system or copied by mechanical photocopying, recording or any other means without permission from the authors provided the copied material is free and the authors and web site receive credit as the source. NESARA was written for grass-roots political activists in the hopes
that if people understood “there would be a revolution before tomorrow
morning.” The bill was never intended to be taken verbatim as the law of
the land. However, if a copy should find its way into the halls of
Congress—well, perhaps some good will come of it. |
During most of his adult life Dr. Barnard worked as an employee and corporate officer serving heavy industry in technical and engineering fields as a systems troubleshooter, educator, and consultant. For more than 30 years he studied currency, banking, economics, taxes, law, philosophy, history, sociology, and politics using the analytical principles of systems theory. Dr. Barnard earned a Ph.D. in Applied Science specializing in Systems Philosophy. His search for a root cause and the solutions to America’s problems started in the late 1960s when a professor at Louisiana State University casually remarked during a lecture that social and economic problems could be analyzed and solved with the same tools and techniques used to solve industrial problems. That single comment launched a lifetime pursuit of intellectual curiosity that later became a crusade, driven by nothing more than the challenge of doing the seemingly impossible. After years of research and study, Dr. Barnard wrote the National Economic Stabilization And Recovery Act, NESARA, first as a Bill for monetary policy reform and, within a few months, adding a section for fiscal policy reform. He placed NESARA into the public domain so that any representative could sponsor the Bill and receive full, unfettered credit. For more than 10 years Dr. Barnard intermittently roamed the halls of Congress as well as contacting individual representatives and all major presidential candidates trying to obtain political support for NESARA. In January 2001, Dr. Barnard founded the NESARA Institute, a web-based non-profit educational organization focused upon providing true monetary and fiscal policy education and reform. Semi-retired from industrial life he then devoted himself full time to what had been a hobby. Dr. Barnard expected individuals participating in democratic governments to investigate and study public policy issues. The current American political system offers little more than a celebrity contest, never producing true monetary and fiscal policy reform based upon sound thinking and ideas favorable to the public. Dr. Barnard died May 18, 2005. He was 63. |
Mike has eight years of military and twenty-seven years of commercial experience covering operations, maintenance and training services for large industrial projects. In recent years Mike has devoted most of his professional efforts to technical training programs. As a safety and management consultant, Mike also conducts OSHA Safety Compliance and Process Improvement Assessments. This broad responsibility in training and safety programs combined with years of hands-on maintenance and start-up experience supports Mike’s rare ability to quickly access process, training, and safety needs; as well as provide insight to how those needs can be met; while fulfilling the often opposing requirements of management, labor, and regulators. For more than twenty years Mike has actively participated in behind the scenes political activities revolving around much needed reform of national monetary and tax policy and specifically with the NESARA Institute as a founding member and as director. In addition to The Nesara Institute, Mike has served as a corporate officer or director for five corporations, served as the youth director for his local church, and has been active in many community projects. Mike was born in Colorado and raised on a small farm there. In 1990 he moved to Louisiana as a project manager for local contract service company and remained to make Louisiana his home. Through two marriages and an adoption, he helped raise four children. He and his wife of 24 years, Theresea, are currently enjoying their roles as grandparents. |

The numbers used throughout this site are from a variety of sources. Many of the numbers are identified in the article references. Two useful sources were The 1996 Information Please Almanac, Houghton Mifflin Company, and Funk and Wagnalls’ The World Almanac and Book of Facts, 1996. If you enjoy horror stories, browse the sections on Business, Economics, Employment, Taxes and World Statistics. These facts document a world in financial chaos. Stephen King wishes he could scare people this much. Efforts were made to ensure that the figures used are correct, although
absolute accuracy was usually unimportant. Numbers that show how a system
might work came from the same place your math teachers got homework
problems and fractional reserve banks get the money they loan—out of
thin air. |
