A Los Angeles municipal ordinance required people who had been convicted of a felony to register
within five days with the City Chief of Police. Each day of failing to report was punishable under the
ordinance. The Court ruled that when applied to a person who has no actual knowledge of a statutory duty
to register, and where no showing is made of the probability of such knowledge, the ordinance violated
the Due Process Clause of the Fourteenth Amendment.
